Goal: The construction of county waste management centre with planned municipal waste processing facility and aerobic microbiological processing of biodegradable waste and landfill for other types of waste- represents last phase in waste management process. The construction waste landfill is already present at this location. The mechanical-biological processing of waste and disposals of separated, sorted and processed waste is first step in planned centre operations. The second planned step is thermal use of preprocessed burning (refuse derived fuel) fraction. This complies with Waste Management Strategy in Croatia
Study decryption:

The centre is located in valley about 1 km from Kladnjice settlement in Lećevica municipality in Split-Dalmatia county. The location is 470 m above sea level surrounded by mountain 550 m high. The centre is located in weakly populated area where there is no industry or natural resources. The area is relatively flat with radius of few kilometers, while useful area is about 500 m. The centre is located near Unešić-Lećevica road, while approximately 10 km from Lećevica there is fairly good road leading to Split via Klis and Konjski. The highway Zagreb-Split is 10 km away, the connection with this road at exit Vućevica is planned via new reconstructed road through Lećevica. (about 18 km). The closest settlements to the centre are Kladnice Miškovići, Šilovići, Barićevići,  and Vickovića staje located about 1km away. The closest settlement outside county, Mandarići is also 1 km away.

According to 2001 Census, the municipality of Lećevica has about 740 permanent residents with 325 households. Considering the distance from residential zone, the Centre will not have adverse effect on local residents. The centre construction and operations will be in accordance with all applicable regulation and measures of protection, so it will help protect environment and economic recovery of the area.

Split-Dalmatia County has about 462,442 permanent residents in 144,366 households, according to 2001. Census. 94% of population is covered with waste collection. 135,000 tones of municipal and 14,500 of industrial waste. 83,500 tones of construction waste can be added to this quantity, and construction waste is disposed sometimes on separated landfills, but sometimes together with other waste. The municipal waste is collected in the county in containers of different sizes and shapes. The special vehicles transport the waste to the centre

There are all necessary elements needed for safe operation of centre at location, and the centre is divided in the following parts:

  • exit-entry zone
  • mechanical-biological processing facility
  • landfill zone
  • visual zone around landfill

The location would be used for municipal waste from Split-Dalmatia County. The waste will be dumped in receiving bunker located after receiving and weighting area. The waste is than transferred in the shredder and transferred via transporter to the sieve where the waste separated to dry/burning (refuse derived fuel) fraction that is pressed and placed in bundles; and to biodegradable component that  is stabilized through the bioreactor and maturation in stack. The stacks humidification and rotation is regulated by process parameter measurement. The process of stabilization lasts about 12 weeks.

The mature, cold compost is disposed on landfill. The quality of compost is controlled and if the quality meets legal requirements, the compost can be used in environment, so it can be used as recultivation layer in remediation of landfill

The space around landfill represents protected zone towards surrounding fields. It prevents entrance of unauthorized persons, stops illegal dumping at the landfill and spreading of dust. This zone consists of fence, boundary channel and greenery. The entry-exit zone has all necessary facilities for employee stay and equipment storage. The following objects and facilities are in this zone: entrance gate, weighting scale, employee house and vehicle washing surface. Also, the construction of needed roads, collection ditch for waste and leachate waters is planned, as well installation of fuel and water tanks

The excavation and preparation of ground will be performed in order to prepare operating (working) surface before occupying the other free part of location.

 The finishing cover layer will be so-called «sandwich layer», which consists of  gabion, hydraulic layer made of concrete carpet that is equivalent to clay min 80 cm, k = 10-9 m/s, and layer of compost with addition of grass as a greenery.

The planned equipment on the site consists of mobile device for waste and compost. Also, the shredding and sieving waste machines are planned as well as waste gas treatment and recirculation water facility. Other planned equipment includes cleaning equipment, sludge pump with generator, telecommunication equipment, fire extinguisher etc.

The operation of facility is planned in the first shift for all activities except biodegradation in the reactors. The reactors operate 24 hours a day under professional supervision. The guars will work all three shifts.

Goal: The goal of this study is to examine  possible environmental impact of the destruction of the buildings and the construction waste created from such destruction and to propose the protection measures.
Study decryption:

The company «Projekt Uvala» d.o.o owns the land and facilities of the former factory Dalmacija d.d Dugi Rat. The purpose of the work is to remove the existing buildings. This will enable freeing up the land for the purposes designed by the zoning plan of Dugi Rat municipality. The former owner «Dalmacija» d.d owned a factory and a production facility on this site from 1912. until the end of production in 2000. The zoning plan of Dugi Rat municipality prescribes this area as a tourist and hospitality and residential building as well as nautical marina. In order to prepare the location for the new zoning regulation, all facilities and buildings on the location need to be destroyed and removed in lawful manner, as well as the construction waste that was created in the demolition on this location
The demolition techniques and methods are described in the Buildings demolition project and in the Plan of removal of mounting and metal constructions and other elements and equipment from the factory designed by Nekton d.o.o Zagreb. All equipment will be dissembled and disposed on the temporary facility on location. The steel and PVC window elements will be dismantled and temporarily deposited at designed part of the location, with separation and sorting of metal and PVC window elements. The walls will be removed by pressuring and dragging walls built under the front of the building   and than the construction machinery will be used (excavator with jaws- for concrete and reinforced concrete crushing) in order to demolish reinforced frame construction from top to bottom. The same procedure will be used in demolition of bottom reinforced part of the building .
The reinforced post and walls will be gradually demolished with the construction hydraulic machinery (machinery with concrete crushers and reinforced concrete cutters) The above ground self-standing foundation (furnace paddle foundation, crusher foundation and industrial hall post foundation) will be removed by dredger with hydraulic hammer
The silo (1.8)., furnace elements 2 and furnace main-frame construction 1 will be removed by using explosives. During the explosion the occurrence free-flying pieces of metal is strictly forbidden. All material during the demolition must remain inside the area that covers area five times the central building. The ramp will be removed by using construction machinery with hydraulic hammer for demolition of concrete walls and plates. The elements near silo with batcher will be removed by excavator with prior removal of  wood joinery and roof frame, and steel construction of silo will be removed by sawing of joint elements. The covering sheet metal will be removed and placed in bundles. They will be temporarily disposed on the location.
The integral elements of steel construction will be dismantled and placed on the ground. The sawing and breaking will be used in order to separate construction in transportable elements. After that elements are transferred to temporary landfill on the location. The concrete material will be disposed at the place where reinforced concrete is separated, the concrete is crushed and disposed at the temporary landfill on the location. The steel construction will be removed in a way that complete elements of steel construction will be dismantled by sawing and placed on the ground. The sawing and cutting on the ground will be used to separate construction in transportable elements. The elements will be disposed on temporary landfill on location
All elements that need to be removed will be removed by dismantling techniques, i.e. by removal of joint elements or by separating on place where they joint by cutting or by gas cutting. The bottom elements should be removed first in order to make space for the removal of higher elements. All sources of ionic radiation will be removed and disposed on temporary radioactive waste landfill in Institute «Rudjer Bošković». The special attention will be given in order to stop release of compounds above head.

The long elements that are removed during time of free fall  need to be held up by crane at the beginning of first and fourth quarter of length. The crane  load carrying  wires must be properly tightened up, and buckles must be tightened up to prevent fall. The free fall of separated elements is not allowed. Every separated element must be lowered to the ground in controlled manner, primarily to prevent bouncing of elements and to prevent demolishing  and damage to other building elements.

All municipal waste on the location will be disposed in proper containers and transported from location by municipal waste company. There are several types of hazardous waste on the location. All hazardous waste will be disposed in the proper tanks and containers inside fenced concrete surface with canopy. Some existing buildings could be used for this purpose.
The dismantled metal material must be disposed on asphalt or concrete surface. It would be advisable to separate material in the special place in special groups of the similar construction material during dismantling process. The concrete from demolition will, after crushing  and sorting, will be disposed temporarily on the location in order to be used for future construction. It will be necessary to analyze the leachate properties before using this concrete. Mixed construction waste will be sorted, crushed and used potentially for leveling of the terrain or disposed on the 1st category landfill as a construction material for local roads on landfill. Metal, after cutting, will become secondary raw material that will be sold to ironworks companies (Split, Zenica, Turkey) depending on market price. All types of waste must be registered in inquest register.
