In the first phase of the project, the preparation of technical documentation, studies, analysis are planned, but also:

• implementation of works on choice of microlocations and facilities and equipment for first phase (paper, glass, PET, recycling yard (RY), green waste compost facility, battery storage)
• preparation of technical documentation (RY, storage, compost facility), and implementation if possible

All preparation work for implementation of collection subsystems and actions listed below should be done in later stage of first phase:

• for separated beverage cans collection subsystem
• for separated collection of harmful waste via collection centers
• for implementation of Household biowaste collection pilot program
• Introduction and implementation of separated collection of other types of waste. We primarily would like to emphasize the increased quantities of certain types of waste such as packaging
  

The preparation of technical documentation for Pilot project need to start in this phase, as well as the type of treatment after year 2005 needs to be chosen

The following subsystems of collection need to be implemented until year 2005 (end of phase I):

• separated collection of waste paper at place of generation in the containers placed on public areas in the city
• separated collection of waste glass in containers placed on public areas in the city
• separated collection of cardboard packaging in large packs
• separated collection of PET packaging
• construction of recycling yard for waste that have final user or can be temporarily stored
• separated collection of biowaste (green waste from public areas)
• separated collection of old motor oil in recycling yards, and in companies for collection, processing and transportation of secondary raw materials
• separated collection of car batteries in recycling yards
• separated collection of batteries in designated places in shops that sell batteries and in specified recycling yards
  

The total estimate of investment and prices for certain works and equipment for implementation of 1st phase in former municipality of Bjelovar until year 2008 is as follows:

The total needed investments in 1st and 2nd phase are estimated at 15,369,000 kn. It should be emphasized that these phases can be implemented gradually.. This possibility can be explained in implementation project
