In accordance with Article 42 of Environmental Protection Law and Plan of interventions in environmental protection, legal and physical entities that produce, store, transport, process or conduct other operation with hazardous materials, are obligated to develop Operating plans of intervention in environmental protection if during the operation the quantity of hazardous materials is equal or greater than in Appendix 2 of the Plan
Switching yard Zagreb (RK) is located in southern part of Zagreb, near Dugave city settlement and near villages Hrelić and Jakuševac. The purpose of this switching yard is routing of freight rail cars between western and southeastern part of Europe and Adriatic ports. This switching yard is used as switching yard for Zagreb rail junction and some rail trucks around Zagreb. Considering this is only technical switching yard, the freight cars are in transit and continue their travel with no changes in freight content. Some empty freight cars stop in RK for maintenance,
The operations in RK make necessary transport of all types of freight, including freight that must be included in Intervention plans. The surface area of RK (100 ha) and operations of 300 rail cars makes necessary movement of large number of cars at the same time. It is widely known with increase in movement the possibility of emergency situation arises. The RK has three types of rail trucks: receiving, outgoing and transit trucks.

RK does not have any influence on deficient packaging or deficient rail tracks. All trains incoming into RK go to receiving rail tracks where technical examination is conducted. In case of deficiencies, special procedure is applied for these rail cars. The danger to environment is low due to short time of presence of rail tracks in the receiving area.

The biggest possibility for accident is during lowering the rail cars in transition group. The material in freight cars can move more easily in case deficient packaging, due to sudden changes in movement and speed. The rail cars are the longest period of time kept here, so in case of mechanical deficiencies or rail case deviancies the possibility of the accident is highest, partly due to the fact that rail cars are under lowest level of supervision. The possibility of accident is very small in outgoing trucks since the trucks have been through number of inspections

The plan consist of prevention measures, estimate of consequences of sudden accidents, implementation measures in cases of emergency and informing the public
.
The Croatian Railway has contracts with authorized companies for emergency measures in case of accidents on its entire network.

  • prevention of life loss and health problems
  • prevention of property loss
  • environmental protection
  • prevention of interruption of rail traffic

Intervention measures and procedures:

  • Determination of place , type and extent of pollution, level of danger and possible spreading of pollution
  • Prevention of pollution expansion
  • Elimination of causes of pollution and remediation

Intervention procedures:

  • Notify responsible personnel and institutions through communication system
  • Prevent the access to the accident to unprotected personnel
  • Personnel involved in intervention must wear protective equipment
  • Eliminate potential sources of fire in danger zone
  • Ensure the place of accident till the fireman arrive
  • In case of water pollution use Plan of intervention in case of water pollution
  • In case of fire, use Rules on Fire Protection
  • In case of pollution, use Rules on management of all types of waste
  • In case of injury, injured persons needs to be placed in special room, receive first aid and transferred to hospital.
  • After expansion prevention measures are implemented, start remediation process
  • After the finish of remediation, determine the cause of accident and analyze all implemented measures
