Rules, plans and programs - waste management studies

Goal:

County waste management plan is mandated by law, and is passed for period of 8 years. The plan must be in accordance with Croatian National Environmental Protection Strategy and Environmental Protection of the County.

Description:

According to Waste Management Act, The Waste Management Plan consists of the following:

  1. reduction and waste-generation avoidance measures,
  2. waste management measures with the best available modern technology that does not require significant costs,
  3. usage of valuable content of waste measures or separated waste collection measure,
  4. plan of construction of storage facilities for waste, as a part of national plan of establishing network of storage facilities for waste,
  5. remediation measures for polluted environment and illegal landfills,
  6. supervision of waste management measures,
  7. sources and finances needed for implementation of certain measures,
  8. deadlines for implementation of proposed measures.

The proposal was developed for waste groups that were previously discussed in plan for time period between 2010 and 2014.

We propose to implement following measures in the county during this period

 

1. Municipal waste

  • Municipalities that are not mentioned in the plan period for this Plan should develop mini recycling yards
  • Municipalities that constructed compost facilities for green waste from public areas should equip the facilities with bioreactors and start procession biowaste from households
  • In areas that gravitate to certain compost facilities, the municipalities should start pilot program of separated collection of biowaste from households. After year or two, the programs should be expanded.
  • Municipalities should implement certain activities so the effectiveness of separated collection of certain types of waste is increased, and edible oil should be one of components collected
  • The facilities for preprocessing and processing of nonmetal bulky waste should be developed in Osijek, Đakovo, Beli Manastir, Donji Miholjac and Našice on already remediated landfills or other microlocations
  • Construct regional centre for thermal processing of other waste

2. Construction and demolition waste

  • Develop construction waste storage facilities in other municipalities that have satisfactory potential. These facilities should be included in waste management organization plan for period from 2007. to 2010

3. Industrial and mining waste

  • - See under 1

4. Agricultural and forest and wood waste

  • Foster the proper collection and storage of such waste in order to initiate the construction of facilities for production of fuel from such waste and energy valuing of such waste (Čepin, Belišće and other areas that have potential for such facilities

5. Hazardous waste

  • Develop (if necessary) the facilities for collection, preprocessing, processing and storage of certain types of hazardous waste, if this complies with State Plan on Hazardous Waste Management

6. Packaging waste

  • Increase efficiency in separated waste collection system and introduce new types of collection.
  • Encourage construction of storage and preprocessing facilities for this type of waste

7. Car waste – Dumped vehicles

  • ensure the location near the cities as mentioned in 1 for preprocessing, pressing and temporary storage of preprocessed dumped vehicles

8. Tire waste- dumped ti

  • Use location as mentioned in 1

9. Electrical and electronic waste

  • Design location as mentioned in 1

10. Municipal sludge

  • Design the processing of sludge near the larger municipal sewage water processing facilities

11. Animal waste

  • Place cooling containers in municipalities that were not included in Plan between 2007 and 2010.
  • Construction of one facility for thermal processing of animal waste, if it is economically or ecologically feasible

12. Waste oil

  • Every municipality should introduce separate collection of motor oil
  • Every municipality should introduce separate collection of edible oil
  • Construction of preprocessing facility for edible oil in the county, if needed

13. Waste batteries and car batteries

  • The places of collection, in addition to one defined in the Plan, should be expanded to places as mentioned in 1

14. Organic waste

  • Same as in 5

15. Medical hazardous waste

  • Defined in accordance with Ministry directive, once directives is published

Mini recycling yard

They will be placed in municipalities that did not have recycling yard between 2007 and 2010.

Separated collection of biodegradable waste from households

Separated collection of biodegradable waste from households is planned to start after 2010. All cities would have separate collection in plan period from 2010. to 2014.

Compositing- 2nd phase

The green waste from public areas and from households would be processed when reactors are constructed. The construction of bio-reactors is necessary for separated collection of bio waste from households.

Agricultural and wood waste processing facility

According to available information, oil scone as well as from oil-producing plants would be processed near Čepin. This is the reason why processing facility would be located in Čepin

The wood waste would be processed in Belišće, since this is the biggest producer of this type of waste is located in Belišće.

Cooling containers for animal waste

They will be placed in municipalities that are not planned to be placed in planned period from 2007. to 2010.

Cooling facility or thermal processing facility for animal waste

The Strategy of waste management in Croatia plans to place one facility for thermal processing in Slavonia and one storage facility, as an interim step for storage till the processing is complete. The detailed technical and economic study should be performed to assess feasibility of the facility due to lack of data on this waste quantity and content.

Separated collection of edible oil

The same method that would be used in collection bio waste is also planned for collection of edible oil from restaurants, and than from households. The main condition for separated collection is construction of preprocessing facility. The preprocessed edible oil would be than used in production of bio fuel. The location for this facility would be in Osijek- the biggest producer of such waste.

Hazardous waste facility

Despite the fact that state plan for hazardous waste management is still not passed, the location for hazardous waste management are already planned. These facilities would be used for collection, preprocessing and processing of some types of hazardous waste from households and industry.

The facilities for hazardous waste should be placed in each municipality, while the regional facility should be near regional waste management centre or on other more appropriate location. The detailed plan should be developed after passage of Croatian Waste Management Plan.

IAvoidance and reduction in generation of waste and reduction of hazardous waste in the company

Description:

The plan is being developed in order to manage waste in the company and to protect waters, air and soil until 2011. The starting point for Waste management plan is Waste Management Act, and the Plan is developed in accordance with the law.

The primary business of Gredelj is production and repair of train wagons, and company has facilities in Trnjanska and Vukomerec. The production is conducted in one shift only, and 1200 employees work in Tranjanska and about 300 in Vukomerec. The specific type of waste is generated from this production that must be disposed in environmentally friendly ways and has to be in accordance with principles of sustainable development.

The production waste is basic type of waste produced in this company. The product is chemically and biologically neutral, but it can be disposed only if the content of leachate is in accordance with Article 12 of Rules on waste management

1307, 16 t of production waste was produced in the company in 2005, out of which 145,06 tones are hazardous waste. This waste was generated in production process and it is collected and stored in special containers till it is removed by authorized company. Beside these, there was 46,9 tones of municipal waste created. The total of 1.063 t of waste were created, or 1.1209 t of nonhazardozus waste (out which are 1063 t of steel and other iron components that is collected separately on location, and transported form the site by authorized company, so this is not actually waste) and 145,060 t of hazardous waste.


The mixed municipal water is collected in containers with 5 m3 volume on both locations. There 4 containers in temporary storage facilities on each location. There are also some containers on different microlocations in the company. This waste company transports legally to landfill „Jakuševac“. It is estimated that company generates about 46,9 t of mixed municipal waste during the year.

The waste quantities in the company can be reduced in several ways::

  • avoidance of generation of certain types and quantities of waste by better plan production
  • avoidance of harmful particles in production process
  • avoidance of mixing of different types of materials used for production of new products for the market, so that material can be reused again

The basic measures aimed at avoidance of waste could be:

1.Avoidance of waste in production process

  • development of technology that does not create waste
  • reuse of waste in production
  • recycling of waste and using waste in other production processes
  • production of product that has lower quantity of product that later needs to be processed
  • avoidance of production of products that uses large amounts of harmful particles
  • delivery of products in only necessary packaging
  • avoiding using the packaging that used only once and than disposed as waste
  • lowering the usage of plastic packaging to the minimum

2. Education

  • educate the employees on possible ways on avoiding generation of waste
  • rewards and consequences for employees

The general measures for avoiding generation of waste and reduction of waste in the company can be summarized as follows:

  • Ensure constant supervision of waste flow
  • Ensure constant supervision of storage and transport of waste from location
  • Control the waste and reduce to the minimum generation of waste

In order to supervise separated collection of certain components of waste (primary for recycling and separation of hazardous waste), it is necessary to:

  • ensure the finances necessary for activities in annual plan
  • supervise equipment and facilities- maintenance and prevention of direct or indirect influence on environment
  • conduct inspection of waste storage facilities and tanks once a month
  • conduct the supervision of waste material that can be collected separately by conducting control of records, confirmation from authorized companies etc
  • plan and conduct education of employees

The separated collection of recycled waste will ensure environmentally friendly disposal of this type of waste.

There are number of containers placed in the facility for separate collection of certain waste components:

  • steel
  • iron waste
  • colored metal waste
  • plastic packaging
  • paper and cardboard
  • PET packaging
  • rubber

The waste bins for municipal waste are also placed in the plant, as well as containers for collection of PET packaging, glass, paper and old batteries.

The packaging of cleaning and degreasing material is return to the manufacturer and is not Gredelj waste

There is also oil regeneration unit in Vukomerec. The oil discharged from transformers is sent for analysis, and if the results are satisfactory, the oil is returned in the vehicle. If the results are not satisfactory, it will be dried in regeneration facility. If the oil satisfies quality will be used again in the vehicle, and if not, it will be placed in the tank and removed by authorized company from the site.

The equipment and parts of equipment and vehicles that can be fixed and used again are placed in designated places in the facility. They are marked by special colors according to their status::

  • Light-blue: determination if the equipment is functioning properly is needed
  • Yellow: Conditionally checked in, unfinished equipment
  • Green : Checked- OK can be used
  • Red: not OK- not for use
